Dear Parents/Guardians,

Please take note of the extract from Committee of Private education (CPE) to private educational institutes (PEIs) and student pass holders (STPs):

Changes to requirements for affected travellers

1. Travellers entering Singapore after 19 July 2020, 2359 hours, who had spent their last 14 days in Victoria (Australia), Japan and Hong Kong, will be required to serve their Stay-Home Notice (SHN) at dedicated SHN facilities instead of their previously approved SHN accommodation. They will also need to undergo a COVID-19 test before they end their SHN as is the current requirement.

2. All travellers who left Singapore from 27 March 2020 despite the prevailing travel advisory, and travellers who are not Singapore Citizens or Permanent Residents (regardless of their date of departure) are required to pay for their stay at dedicated SHN facilities. This will also apply to Student’s Pass Holders (STPs).

Changes for PEI STPs

3. Entry Approval Applications from existing STPs who have travelled to affected countries/regions will not be considered: With effect from 19 July 2020, 2359 hours, entry approval applications from existing STPs from Private Education Institutions (PEIs) who had spent their last 14 days in Victoria (Australia), Japan and Hong Kong, will not be considered until further notice.

4. Previously-approved applications for STPs who have travelled to affected countries/regions: STPs who spent their last 14 days in Victoria (Australia), Japan and Hong Kong, and who had been previously approved by MOE to enter Singapore, will now need to pay S$1,500 (inclusive of GST) for their stay at dedicated SHN facilities with effect from 19 July 2020, 2359 hours, even if they were previously approved to stay at alternative lodging.

5. CPE will convey the revised PayPal links for affected STPs to PEIs by 21 July 2020, and PEIs are to ensure affected STPs have made the required payment for the dedicated SHN facility by 24 July 2020, 2359 hours. Please note that:

a. STPs who have planned flights to Singapore from 25 July 2020 will have their entry approvals rescinded and payments refunded (where applicable), if payment is not received by 24 July 2020, 2359 hours; and

b. STPs who have planned flights to Singapore before 24 July 2020, 2359 hours may continue to enter Singapore before making payment during this period on an exceptional basis. However, CPE seeks the cooperation of PEIs to ensure that STPs make the payment by 24 July 2020, 2359 hours.

Upon arrival, STP holders will serve their SHN at dedicated facilities, with dedicated transport provided to them.
